A developer said his project to transform an old Johnson City shoe factory into a residential and commercial complex will include dozens of apartments.

Syracuse's Matthew Paulus said that the plan for the Victory Building project has been revised to include 156 apartments. Paulus initially proposed the construction of 108 units in a large building at 59 Leicester Avenue.

The updated design requires 120 one-bedroom apartments and 36 two-bedroom units. The developer stated that the size of the apartment will be the same as the original plan. The project adds a floor of residential units.

Paulus stated on WNBF’s Binghamton Now show on Wednesday that the work will be “one of the largest transformation projects in upstate New York”. He said the complex will have approximately 275,000 square feet of usable space.

Paulus said the plans for the second, third, and fourth-floor five-story apartment building. He said that the ground floor will be mainly used for parking, and the fifth floor will be designated as a commercial space.

The developer stated that the cost of the project has risen from an estimated US$30 million when it was announced in December last year. He said he now expects the total cost to be close to 40 million U.S. dollars.

Paulus stated that he still hopes that the complex can be opened in early 2023.
